Which criteria determine the insurance contribution of a private health insurance for civil servants

While the statutory health insurance uses the income to determine the health insurance contribution, several factors are decisive for private health insurance for civil servants . In this article I would like to explain in detail which criteria these are in detail and what you should pay attention to.

If a civil servant opts for private health insurance, the amount of the salary in relation to the health insurance contributions is irrelevant.

Instead, the following factors are important:

– your starting age

– your state of health

– the level of your benefit rate

The state of health is particularly interesting , since certain “pre-existing conditions” can increase the premiums for private health insurance through so-called risk surcharges . This is one of the reasons why an off-the-shelf health insurance comparison often makes little sense. Such individual criteria are not taken into account in the contributions shown there and it is therefore not clear to you which insurance contributions you will ultimately have to pay for the various companies.

As part of the “pre-contractual obligation to notify” you must provide information about your state of health when you take out private health insurance. There are health questions that need to be answered in the application forms for private health insurance companies.

The importance of health information in private health insurance

– Psychotherapy (depending on the insurer, between 3- asked back 10 years)

Since certain diagnoses can lead to additional premiums for private health insurance, it makes a lot of sense to have an independent expert for private health insurance for civil servants carry out this before deciding on a specific private health insurance. Only your year of birth, civil servant status, your subsidy rate and the corresponding diagnoses are given to the health insurance companies.

A 25-year-old civil servant can take out private health insurance for around 225 euros per month. If you start at the age of 40, private insurance for civil servants can be taken out from 256 euros (example for a federal civil servant with a 50 percent benefit rate, including optional services in the hospital and supplementary benefit tariff – no “pre-existing conditions”).

How to determine the amount of your subsidy rate

Another criterion for the contribution amount of your private health insurance is the subsidy rate . The aid is granted to you by your federal state or as a federal official from the federal aid. The subsidy covers at least 50 percent of the illness and preventive care costs incurred within the framework of the respective subsidy ordinance.

For civil servants with two or more children, the subsidy rate increases to 70 percent in most federal states and for federal subsidy. This of course reduces the private health insurance contribution accordingly, since only the 30 percent remaining costs have to be covered by private health insurance. There are exceptions in the federal states of Hesse and Bremen – here you will receive a 5 percent higher subsidy rate per customer.


In order to determine the basic contributions for private insurance for civil servants and civil servant candidates , the starting age and the subsidy rate are decisive.

However, certain “pre-existing conditions” can lead to additional premiums on an individual basis. For this reason, the informative value of a health insurance comparison without taking the state of health into account is usually not meaningful.

When adding up other expenses in this category, your ratio to the total should be 30 to 40 percent of your income.

Combined Transportation Costs

Costs in the transportation category include payments for vehicles, gas, insurance, taxes, and additional amounts for repairs and maintenance. If you live in a big city and use public transportation, or have to pay tolls or park at your workplace, these fees should be included as well. This category is no more than 15 to 25 percent of your income.

General Cost of Living Pictures

The cost of living includes many things. This is the priority of your savings plan. Once your rainy day fund is established, you can then apply your savings to special projects or retirement investments. Savings within 10 to 15 percent of the income range should be considered a minimum.
